An extensive primary research program was conducted (see details below) focused around four key Public Sector industries (Government, Education, HealthCare, Life Sciences), combined with analysis and thought-leadership developed by Saugatuck's senior industry analysts and consultants.

Key research findings include:

Public Sector IT spending is expected to continue to grow after several years of inactivity, with Life Sciences and Government seeing the lion’s share of spending increases through 2006.

bullet

Business decisions driving IT spending will tend to be tactical in nature, focusing on efficiency and productivity gains rather than longer-term organizational, infrastructure or operational change.

bullet

This continuing tactical focus on IT and business improvement will drive Public Sector organizations to outsource both IT and business processes.

bullet

Open source-based software is extending its foothold. Fewer than 40 percent of Public Sector organizations have no Open Source-based applications, operating systems, middleware or database software.

Saugatuck’s research included surveys of more than 350 U.S.-based Public Sector organizations, including Government, Healthcare, Education, and Life Sciences. The survey input was bolstered by more than 30 one-on-one interviews with Public Sector IT and business executives. IBM engaged Saugatuck and BusinessWeek Research Services as a strategic research partners to perform the research, and to also “go beyond the data” to draw out insights and implications, and make recommendations for IBM and partner strategy and actions.
